The City of Sanford has published a request for qualifications (RFQ) from firms and organizations interested in partnering with City staff to provide enhanced services to the Downtown Sanford Municipal Service District (MSD).
The City of Sanford has had a municipal service district in place since 1980. Property owners within the district levy an additional tax on themselves to be used exclusively on projects, programs, and additional services within the MSD. Types of projects eligible for these funds include promotional and marketing efforts, building improvements, enticing business investment, and more.
By North Carolina statute, the City of Sanford may contract with a private or non-profit firm or organization to administer and manage MSD projects, programs, and services. The City must renew its MSD contract every five years. Therefore, the RFQ process is now open for entities to apply for the contract.
Eligible parties should have experience providing services within a downtown area and an understanding of the needs for both commercial and residential stakeholders. Strong knowledge of local government practices, federal and state regulations, and the physical limitations within the district is required.
Services within the MSD will be performed during the City’s annual fiscal year, which runs July 1 through June 30. In the first year, the services will be performed from the date of contract approval until June 30, 2024.
Any questions about the RFQ should be submitted by May 5, 2023. Responses to those questions will be published by May 8, 2023. The deadline to submit an RFQ is 5:00 p.m. on May 12, 2023.
