To best meet the needs that come with Sanford’s continued growth and development, the City of Sanford has restructured to include two assistant manager positions.
The City of Sanford has made several strategic investments to improve Sanford residents’ quality of life and position the city for current and imminent growth. Those investments include improved facilities, enhanced amenities, and utility systems upgrades.
Reorganizing the City’s leadership structure is another crucial component in ensuring all municipal residents receive the level of services they have come to expect from the City of Sanford, especially as the City’s workload continues to increase.

To that end, the Sanford City Council has approved the addition of two full-time assistant city manager positions dedicated to supporting internal departments and functions. Victor Czar and Beth Kelly have been promoted to these positions.
Czar joined the City of Sanford in 1990 and most recently held the position of Public Services and Economic Development Opportunities Director. He previously served as Public Works Director for 14 years and as City Engineer for 18 years.
Kelly joined the City of Sanford in 2005. She has served as the Financial Services Director for the past 10 years and previously served as the Assistant Financial Services Director for 8 years.
“Mr. Czar and Mrs. Kelly have a proven track record of remarkable leadership and problem-solving skills,” says Sanford City Manager Hal Hegwer. “They each have a wealth of institutional knowledge, and I am pleased that they have agreed to take on these new roles.”
This is the first major organizational change for the City of Sanford in more than 20 years. Czar and Kelly will begin serving in their new roles effective immediately.
