Technical Review Committee (TRC)
The Sanford/Lee County/Broadway Technical Review Committee (TRC) is a monthly staff meeting to review commercial projects and major subdivisions for compliance with the codes and policies of various local departments. Additionally, applications for variances and special use permits must also be reviewed by the TRC prior to placement on the appropriate jurisdiction’s Board(s). TRC members are representatives from various departments and agencies, ranging from Public Works Department engineers to Lee County Schools staff. TRC members provide a technical review of each project on the agenda. TRC meetings are staff meetings held among staff members and project representatives.
The Department of Community Development will accept paperless submittals. Please submit the TRC application and an electronic copy of the site plan to trc@sanfordnc.net. Please note that incomplete submittals will not be accepted or reviewed.
Meeting Dates and Submittal Deadlines
REVIEW OPTIONS:
Conceptual Reviews are intended for projects in the early stages of design, where a developer may want feedback from the TRC regarding the viability of their project before requesting a zoning map amendment (rezoning) or submitting for a major subdivision. Conceptual site plans shall also serve as the basis of a site plan-specific conditional rezoning request. Conceptual TRC reviews are also necessary for variance requests and projects requiring a Special Use Permit prior to the applicants taking their requests before the appropriate Boards. There is no fee for a conceptual TRC review.
Concept TRC Review Application
Technical Reviews are required for all major subdivisions and any new construction of - or major additions to - any commercial, industrial, or multifamily projects. A full engineered plan set is required for review. TRC approval of an engineered plan set is required for a major subdivision or construction project to move forward to the next step in the review/permitting process.

TRC FEES: If a TRC fee is required, once the application submittal is received and processed, the applicant will be invoiced for the appropriate TRC fee which can be paid online using our CSS Self-Service Portal. (An account will need to be made with the applicant's name, phone number, and email address.)
DEADLINE DATE / TIME: The application deadline is the 1st business day of each month at 12:00PM.
MEETING DATE / TIME: The TRC meeting is typically held on the last Thursday of each month, beginning at 9:00AM. Each project may be assigned a specific review time, dependent on volume of applications. Each month’s TRC agenda will be made available to all applicants a few business days after the submittal deadline. TRC meetings are held virtually through OfficeSuite HD Meeting software, and all applicants shall receive an invitation and login information via email.
MEETING ATTENDANCE: A project representative should be in attendance at the meeting to take notes regarding any and all required revisions, as well as to answer questions from TRC members. If a project representative cannot be present, he/she must provide notice to Community Development staff prior to the TRC meeting date.
REVIEW COMMENTS: Comprehensive review comments shall be provided to project representatives in written form approximately two weeks after the TRC meeting date.
RESUBMITTALS: Site plans must be revised based upon TRC comments provided to the project representative and resubmitted electronically (trc@sanfordnc.net) to ensure all comments were satisfactorily addressed, along with a comment-by-comment response letter in which all comments are responded to or acknowledged in some way. Resubmittals are accepted at any time but will be distributed among TRC members on the 1st and 15th of every month for review.
TRC APPROVAL: Upon receiving TRC approval, the applicant/project representative will then receive further information on the next step(s) in their project’s review and approval process.
