The City of Sanford contracts GFL Environmental for sanitation services, which include weekly garbage pickup (brown cart) and bi-weekly recycling pickup (blue cart).

The blue recycle carts are owned and maintained/replaced by the City. GFL Environmental owns the brown garbage carts.
